| Seoul police yesterday sought an arrest warrant for one Chinese student who took part in the violence during the April 27 Olympic torch rally. According to the police, the 21-year-old, whose surname is Jin, kicked a 49-year-old Korean man and then hit with fists and a Chinese flag pole and kicked him before the police at the scene could stop him. Jin, a student from Busan, also allegedly threw bottles and bricks at passers by. 「We seek to arrest him since we thought it is significant that he assaulted the citizen and ignored the law even in the presence of the police,」 said a police officer who declined to be named. The latest controversy over the Chinese students』 actions during the 2008 Beijing Olympics torch relay in Seoul has touched a sensitive nerve. South Korea’s former liberal administration focused on strengthening ties with China while relations with the United States soured. But the new conservative administration has repeatedly emphasized restoring ties with the United States and Japan, while ties with China have taken a backseat. Experts said the intense outrage in South Korea over the latest protest is yet another indication of the changing diplomatic landscape. One of the biggest issues in the 2002 presidential campaign was the death of two South Korean schoolgirls run over by a U.S. armored vehicle. That triggered sweeping anti-American sentiment among the public and prompted hundreds of thousands of South Koreans to take to the streets for candle-light vigils. The incident helped Roh Moo-hyun, a liberal candidate who rarely shied away from publicly denouncing the United States, defeat his conservative opponent, Lee Hoi-chang. Experts say that while the latest furor certainly stems from the Chinese students』 violence during last Sunday’s torch relay, it is not the only reason for the anti-Chinese sentiment spreading through the country. 「The public outpourings of rage in 2002 and the most recent incident are based on the public’s nationalistic sentiment and so-called wounded pride,」 said Yoon Duk-min, a professor at the Institute of Foreign Affairs and National Security. 「But this time, the furor partly reflects the public’s long-held frustration with the former administration that has been acting too humbly towards China.」 Park Hong-seok, a politics professor at Dong-A University, echoed the sentiment. 「The perception that the government has been trying so hard not to upset China has been building for years, and such frustration exploded at the sight of so many Chinese flags waving in the of Seoul.」 As South Korea’s new administration tries to strengthen ties with the United States and Japan, North Korea has shown signs that China is its last diplomatic resort. More than 400,000 North Koreans lined the streets on April 28 to celebrate the Olympics torch relay in Pyongyang. By Chae Byung-geon JoongAng Ilbo [hawon@joongang.co.kr] |
